INVESTITURE OF JUDGE WILLIAM B. SHUBB


William B. Shubb was invested as a United States District Judge on October 29, 1990, at the United States Courthouse, 650 Capitol Mall, Sacramento, California. Retired District Judge Sherrill Halbert administered the oath of office. The scheduled speakers were Chief Circuit Judge Alfred T. (Ted) Goodwin, speaking on behalf of the Ninth Circuit; Circuit Judge Cecil F. Poole, former United States Attorney for the Northern District of California; attorney R. James Diepenbrock, of the Sacramento law firm of Diepenbrock, Wulff, Plant & Hannegan; attorney Ronald L. Olson, of Munger, Tolles & Olson, speaking on behalf of the American Bar Association; and attorney Richard H. Hoffelt, of Wilke, Fleury, Hoffelt, Gould and Birney, speaking on behalf of the Sacramento County Bar Association. However, after all of the scheduled speakers finished their presentations Chief Judge Robert E. Coyle called on each of the United States District Judges for the Eastern District of California to make some remarks. At the time, it seemed to unnecessarily prolong the ceremony, almost doubling the length of the proceedings. No judge presiding at an investituture in our court after that has called upon the other judges for remarks. In hindsight, however, it afforded a rare opportunity to record each of the judges speaking extemporaneously. The above exerpt from the investiture consists of the speeches of Judges Thomas J. MacBride, Philip C. Wilkins, Edward Dean Price, Milton L. Schwartz, Lawrence K. Karlton, and Edward J. Garcia, followed by the remarks of newly invested Judge William B. Shubb.
